* Comparable here is being used to describe a quote that has been received by you the prospective buyer for a website, provided by a legitimate organisation who have an online portfolio of website design work which we are allowed and able to compare to our own products (the comparison is likely to cover search engine friendliness, search engine optimisation techniques and results, standards compliance, content, quality of visual design, and more generally quality of work).

For example we will not be able to beat a quote form your teenage son for £50. And we will not be able to beat a quote from a company who skips major parts of the website design process in order to save money, as we refuse to deliver sub standard products.
